Individual Instruction and Groups/Camps Guidelines

The City of Los Angeles Department of Recreation and Parks Golf Division (RAP) has a long history of allowing private golf instruction with a permit at City operated golf courses. As demand has increased for instruction, RAP has established this policy for teaching on City golf courses. Permission to teach on a golf course is granted via a Right of Entry (ROE) permit issued by RAP. In order to maintain a balance between golf instruction and public enjoyment of the courses, the following limits on instruction apply to all golf courses.

Every ROE issued will be valid only for the person named on the ROE. You may not sublet, substitute or replace the person named in the permit with another person.

Maximum number of instructors with Right of Entry (ROE) permits to be executed at each golf course is as follows:
Wilson and Harding Golf Courses: 7
Hansen Dam Golf Course: 5
Rancho Park Golf Course: 7
Encino and Balboa Golf Courses: 5
Woodley Lakes Golf Course: 5

Instructor Requirements:
1. Good standing with the PGA or LPGA
The permitted instructor, providing instruction at a golf course, shall be in good standing with the Professional Golfers’ Association of America (PGA) or the Ladies  Professional Golf Association (LPGA) as an Apprentice, Associate, or Member at all times during the term of this Permit. Failure to remain in such good standing shall subject this Permit to immediate revocation by Recreation and Parks. The instructor must provide a copy of their valid PGA or LPGA identification card at the time of signing a ROE.

2. Insurance
Each applicant will receive a form 146 outlining the most current insurance requirements. All instructors must be insured under the instructor’s name. The current insurance requirements are $1,000,000 in general liability insurance with the City of Los Angeles named as an additional insured, and $1,000,000 in Sexual Assault and Misconduct insurance coverage.

Instructor Guidelines:
● Instructors may obtain only one ROE and teach at only one golf course at a time.

● Once a golf course reaches their maximum number of instructors permits, a waiting list for the golf course will be established. Any instructor who is interested may request to be placed on the waiting list at one or more golf courses for the next available opening. Proof of valid PGA or LPGA credentials will be required prior to being placed on the waiting list.

● The fee to instruct at an L.A. City Golf course shall be $700 per month. Fees are subject to change with notice of no less than thirty (30) days. Payment of the monthly fee shall be made by the fifth day of the month for that month.

● Instructors permitted to provide instruction at a golf course shall always abide by the rules and regulations adopted by RAP, or that may hereafter be adopted, and shall cooperate fully with RAP employees in the performance of their duties. Violation of any Recreation and Parks Rules, Regulations, and/or Golfer Code of Conduct may result in removal from the golf course, revocation of their ROE Permit, and their name being removed from any waiting lists.

 

 

Groups & Camps

Groups and camps are allowed under a separate ROE permit and must comply with the following requirements:

  • Groups and camps are limited to a maximum of two (2) per day per facility. (Space permitting)
  • A maximum of twenty-five (25) students per session.
  • A student-to-instructor ratio of no more than 8:1.
  • The organization must be a non-profit.
  • The organization must carry the same insurance coverage required for individual instructors ($1,000,000 in general liability insurance with the City of Los Angeles named as an additional insured, $1,000,000 in Sexual Assault and Misconduct insurance coverage and Workers Compensation insurance if you will use employees to provide instruction).
  • The organization shall always abide by the rules and regulations adopted by RAP, or that may hereafter be adopted, and shall cooperate fully with RAP employees in the performance of their duties. Violation of any Recreation and Parks Rules, Regulations, and/or Golfer Code of Conduct may result in removal from the golf course and revocation of their ROE Permit.
